Does SP2 affected download links on web sites?

I installed SP 2 and the next day when I tried to download my credit card
statement, instead of allowing me to save the .CSV file to my PC, Excel
opens and
I have to do a SAVE AS instead. This is causing me problems that I won't
get into here (the curious can go to the Excel users' group). I have sent
mail to the credit card company asking if this is their doing - that I can
no longer just save the file to my PC. Haven't heard yet.
Might this be some setting in SP 2? I poked around in the 'Security'
tabpage, but I don't understand all those settings.

NOTE - I posted this 4 days ago in the Windowsxp.general forum, but no
takers. I found another posting that recommended this newsgroup for SP 2
stuff, so I'm not just mindlessly double posting.

I am sorry you are running into this issue, and please do believe me when I
say that I am not ignoring your issue. While the installation of Service
Pack 2 appears to be a catalyst to the problem, the issue here seems to be
compatibility. Please post this question to the following newsgroup, as
they have people with more experience in this issue and can help you more
quickly. Please do post back the solution, however, when you find it.
