Does Vista slow down network bandwidth?

*My gf has a mac, and I am running a pc with vista. Both sharing same
cable modem / bandwidth. In games, her latency is 98ms, mine is 258ms.
Wonder if vista is causing this.
Running NOD32 and Windows Defender.
Same Router, both are wired/not wireless.

Are the different latencies in the same game, on the same server, at the
same time?
Try installing a program like netlimiter to monitor your bandwidth.
