I would be very careful that you are actually signing up for the service
directly from Microsoft and not some spoofing site.
Go to Download.live.com and take it from there.
You are looking for windows live essentials, that will in turn give you
options on which services to download and use.
The Windows Live Messenger will use almost any installed camera.
