Does WSUS "Deadline" override "No auto-restart"?

Last night we had a bit of a hiccup in our WSUS update process. A bunch of
servers were rebooted, even though we had select the "No auto-restart for
scheduled ... installations"

We are using:
WSUS (SP1)
Windows 2000 and 2003 (mixed)

Group Policy settings:
Configure Automatic Updates:
- Automatically download updates and install
- Nightly 3:00am
No auto-restart for scheduled Automatic Updates

The updates were pushed out with a deadline of 8/19/2006 (today is 8/18).

Some servers restarted, some did not. So far, I have not found a consistent
thread to indicate why a particular server did or did not restart.

In our test environment, we have an identical configuration. The only
exception is that the updates were not pushed out with a deadline.
