Some of these files "may" be updated, but it just depends on the specific update. It could well be that your AV is overly protective.
Do look at your WindowsUpdate.log file (located in the \Windows folder or the \WINNT folder, as appropriate).
Look at what your last 2 or so updates were.
What AV are you running? and which version of Windows?
