I found this after a long long search and this did the trick! THANKS

There is a setting in group policy at User Configuration-
>Administrative
Templates->Start Menu and Taskbar called "Remove links and access to
Windows
Update". It sounds like it is configured in some policy you are
processing
for those users.
I had some trouble with the gpresult/rsop output since it is
localized, but
it looks like you would want to look in the above setting location in
the
policies below:
