domain local groups with a domain controller 2003

Hello,
I need some help.
I have installed a domain controller 2003 and raised it in native 2000 mode.
On the domain controller i have created a domain local group (called perm).
From an xp client joinde to the domain I am able to set the local security
policy
(Act as system part ) setting the group PERM. I am able to get the group PERM.
FRom a windows 2000 professional I am not able to see that domain local group
to set the local security policy but only ntfs permissions.
How can I solve the problem for the windows 2000 professional client ?
