Don't start UPDATE SERVICES at logon on WSUS server

the server is 2003 SP1, every logon the update service don't start, when i
try to restart the service manually it work correctly

the service start whit NT AUTHORITY\NetworkService , i must change it whit
local System account?

I do want to help, but this seems to be more of a SUS or Windows Update Service
