DOS Prompt Here

In Windows Explorer, when I right click on a folder and select 'DOS Prompt
Here' the DOS prompt always starts in C:\Windows\system32 not the
highlighted folder. That's using the folder list on the left side. If I
try it with a folder on the right side, it opens the DOS prompt in the
parent directory of the folder I have highlighted.

What gives?
