I know there's a dos prompt somewhere in Vista Home Edition, can someone
tell me how to access it? TIA

Hi,

Click start and type CMD. If you need admin-level privilege for your
operation, right click the entry that appears in the start menu and select
the option to 'run as administrator'.

Simply type "cmd"(without quotes) start menu search box..If you want to
use command prompt with admin rights use CTRL+SHIFT+Enter once you type
the cmd in the search box.

It doesn't matter if the OP enabled the run dialog or not, the search
facility also doubles as the run dialog.
