DOS Virtual PC on a Terminal Server

I have a DOS 6.22 VM. I want more than one user at a time on the Terminal
Server to runn a copy of this VM. Can multiple users fire up VPC 2007 on a
terminal server at one time.

The VM is only a 20 meg HD with 16 MB RAM. I would like to run 4 at the
most at any given time.

Please note that the OP requested to be able to run a single virtual
machine from 4 different Terminal Server sessions at once!

AFAIK this is completely impossible. At the very least you have to
have either a system where the 4 TS sessions all can launch the
virtual machine but not at the same time or make a deidicated copy of
the virtual machine for each session.
It would be possible to make a batch script to launch a viortual
machine where a reference VHD file is copied to some location unique
for each TS user and used for the also copied VMC file.

But running the *same* virtual machine concurrently from 4 places....

Just think about it, the virtual machine has a single VHD file that
represents its hard disk. If you create 4 different virtual machines
all pointing at the same VHD file then try to run all of these virtual
machines concurrently, what will happen on disk writes? Who will be
able to write a file and succeed?
Try building 4 physical machines using the same hard disk for all 4
PC:s...
It won't succeed because of the hardware connections. This is just the
same as the issue here except virtualized.
