Double click more than once & Live Messenger not open on User Acco

I have an Internet Cafe - We have user accounts on the PCs which are admin
accounts but with restrictions imposed using Windows Steady State. When a
user double clicks on messenger - then double clicks again before messenger
opens .... messenger then simply refuses to open ... until the user
account is logged off and logged back on.
PCs are running XP Home.
Live Messenger installed on the User Account.

This is very frustrating for the users & causes unnecessary work for myself.

Have searched for answers .. but cannot find anything.

Any help appreciated.
