Download Failed -- Connected to WMI Driver Extensions not starting

Windows 2000 server SP4
On Windows Update website I got download failed for all updates.
In windowsupdate.log file I have the following error for each failed update:

2005-12-27 09:36:20 1188 394 DnldMgr Error 0x80246008 occurred while
downloading update; notifying dependent calls.
2005-12-27 09:36:20 1188 394 DnldMgr WARNING: Extended error for reported
error 80246008 = 8007042c
2005-12-27 09:36:20 1188 394 DnldMgr WARNING: Extended error for reported
error 80246008 = 8007042c

80246008 seems to indicate a problem with BITS. When I try to start BITS
service manually, I get:

Error 1068: The dependency service or group failed to start
The dependencies tab shows Remote Procdure call (started), COM+ Event System
(started) and Windows Management Instrumentation Driver Extension (not
started)

When I try to start WMI Driver Extensions, I get:
Error 1083: The Executable program that this service is configured to run in
does not implement the service.

I can't find any information on how to repair WMI driver extensions.
Perhaps someone could point me in the right direction?
