      08-11-2009
I am running XP home SP3. All updates have downloaded and installed except
for update KB951847x86. The download stopped at 28.30 MB and wont go any
further. I have tried rebooting the pc but no joy.

I have managed to download and install other updates succesfully by
deselecting that update.

If anybody could help i would be grateful

Is Automatic Updates enabled and are you attempting to install KB951847 via
Automatic Updates?

Automatic updates are enabled and i tried to install the update that way
initially. I have also tried doing it manually through the windows update
site. Both ways are stuck at 40%. Through the update site i can see that it
is stuck at 28.30MB.

NB: You may be seeing the result excessive demand on the update servers as
close to a dozen updates were released yesterday...and several others were
re-released.

Open WindowsUpdate.log and go to the very bottom. Now start scrolling
upward slowly: Do you see any recenty instances of "Update is not allowed to
download due to regulation"?

I have checked the update log and have lots of the following entries.

Update ........ is "PerUpdate" regulated and can NOT download. Sequence 4698
vs AcceptRate 0.
2009-07-14 19:01:55:009 844 720 DnldMgr * Update is not allowed to
download due to regulation.

Translation: "Servers overwhelmed/Try again later"

Updates are not downloaded or the “Automatic Updates” icon does not display
the status of downloads when you enable the Automatic Updates service

NB: The section of the log you posted dates from 14 July. Do you see
similar "regulartion" entries towards the very bottom/end of the log (as I'd
asked)?

Moving on, what versions of .NET Framework (including Service Packs) are
already installed? I ask because you may not even need KB951847.

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied

Sorry about that. Tried to update unsuccessfully again today and had message
in the log from 13/8/09 which reads update .......is "PerUpdate" regulated
and can NOT download. Sequence 4698 vs AcceptRate 0.

Version of .NET installed is 2.0.50727.1433

Hope i dont need this update

Don't judge the installed .NET Framework versions and Service Packs by what
you see in Add/Revmove Programs! Look in C:\WINDOWS\Microsoft.NET\Framework
<=this folder instead.

See the section "How to determine which versions of the .NET Framework are
installed" here: http://msdn.microsoft.com/en-us/kb/kb00318785.aspx

If you're running WinXP SP3, you should find at least one folder named
v1.x.xxxx (e.g., v1.0.3075; v1.1.4322).

I followed the instructions on how to find out what version of .NET Framework
was installed rather than looking in Add/Remove Programs. When i look in
C:\Windows\Microsoft.NET\Framework i have the following named folders.

v1.0.3705
v1.1.4322
v2.0.50727

Good work!

..NET Framework v1.0 (Original release), v1.1 (Original release), and v2.0
(Original release) are installed.

While KB951847 includes cumulative servicing updates to the dependent .NET
Framework 2.0...subcomponents, I suspect that you only installed v2.0
because it was offered by Automatic Update (as a Recommended, not Critical,
update) and not necessarily because another installed application is
dependent on it. YMMV.

Proceed per the below. If you do have a dependent application installed,
you'll know about it soon enough and will be able to install KB951847 (or a
successive .NET Framework update) easily enough.

1. Stop the Automatic Updates service:

Start > Run > (type in) services.msc > [OK]
Double-click Automatic Updates > Click on Stop
(Stopping the service will take a moment)

2. Delete the contents of the Download folder:

Start > Run > (type in) %windir%\SoftwareDistribution > [OK]
Open the Download folder and delete its contents
Close the window.

3. Go to Windows Update website | Select CUSTOM and allow the scan to
complete | Uncheck/deselect KB951847 (which, I suspect, is only listed as a
Recommended or Important update) and hide it ("Don't show me this update
again").

4. Start the Automatic Updates service:

Start > Run > (type in) services.msc > [OK]
Double-click Automatic Updates > Click on Start
(Starting the service will take a moment)
