Download stalls at 0%

I have WU set to notify before downloading. This morning there were two
updates available. I selected download, but it just sits in the system tray.
If I run the cursor over the icon it says: Downloading updates: 0%. If I
reboot the downloading icon appears again and if I use Task Manager to end
the process, it just reappears again.

My OS is XP Home sp1.
