Is this legitimate? It's certainly not MS, but what
about the content, which is dated April?

There is no SP1 for Windows Vista. However, there is
SP1 beta that is being beta tested. Your link is bogus.

I provided the link but it certainly isn't mine.

The content of that page seems to be valid. The links
point to true Microsoft pages that discuss real problems
and offer solutions.

That is not SP1. It is SP1 preview pack - dated April 2006.

It has little/nothing to do with SP1 which is in beta testing at this
moment.

That link you provided is not a legitimate distribution for the Windows
Vista SP1 "BETA".

Microsoft is always striving to improve the quality of their products.
Windows Update is one of the great examples of this effort, since its
implementation, Microsoft has continually improved the service to deliver
improved experience for Windows, software and hardware devices. Windows
Vista SP1 is currently in testing as of this writing. It is expected to be
released sometime in the first quarter of 2008.
