Downloaded RegTool software now computer isn't working properly

My daughter downloaded RegTool software without our knowledge and now our
computer is not working properly. It was suppose to clean the registry and
optimize our computer from what she tells us. I removed the software from our
computer and tried to restore it to an earlier time, however it still is
working right. It won't let me update Windows stating an error code 403. It
takes for ever to shut it down from the start menu and I get messages stating
the my browser is corrupted. When I go on task manager there are 3 explores
on there, I'm not sure if there should be. I don't very much about computers,
therefore, any help with this matter would be greatly appreciated.

Likely the software had a method of undoing whatever it did - if that option
was taken when the clean was attempted. However - uninstalling it may have
eliminated the backup as well.

To be honest - having no way of knowing what all it did - you may be better
off with a clean installation of the operating system and all applications
after backing up your stuff (documents, music, pictures, bookmarks,
contacts, emails, etc.)

Which edition of Windows ... what Service Packs have been installed ?

What is the *specific* name of this 'RegTool' and, before you
uninstalled it, did you attempt to restore it's back ups or was it a
rogue program that *infected* the system ?

Since you have not supplied adequate information the only advice I can
offer is that you reinstall Windows again or bring the computer to a
reputable technician.

And, since this newsgroup deals with Windows Updates issues, if you need
further assistance, suggest you post to a newsgroup/forum that deals
with the edition of Windows that is installed:

If you think your Registry needs to be "cleaned" or "repaired," read
http://aumha.net/viewtopic.php?t=28099 and draw your own conclusions.

Back-up any personal data (none of which should be considered 100%
trustworthy at this point) then do a format & clean install of Windows.
Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!

After the clean install, you'll have the equivalent of a "new computer" so
take care of everything on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:
