Which edition of Windows ... what Service Packs have been installed ?
What is the *specific* name of this 'RegTool' and, before you
uninstalled it, did you attempt to restore it's back ups or was it a
rogue program that *infected* the system ?
Since you have not supplied adequate information the only advice I can
offer is that you reinstall Windows again or bring the computer to a
reputable technician.
And, since this newsgroup deals with Windows Updates issues, if you need
further assistance, suggest you post to a newsgroup/forum that deals
with the edition of Windows that is installed:
