Downloaded SP3 cannot start-up

downloaded SP3 via automatic updates. Appeared to load OK but when try to
reboot get the starting windows and the Welcome screen but then the PC just
hangs. Have tried using Safe mode but still no way to start-up, the SP3
version banner is displayed on screen.
