downloaded updates, now... how to install?

I have 2 windows servers (1 web edition + 1 standard)

I saw the icon near the clock (with updates available for download).
Downloaded updates, but then security icon disappears and I have no
option to install them.

Any help on this?

Reboot and see if the balloon doesn't pop up, offering to install the
updates.

Absent any errors from your Windowsupdate.log, I'll suggest that, like many
around the world, you are seeing a delay caused by excessive demand on the
servers. It can take up to 7 days for the hundreds of millions of Automatic
Update users to get new updates.

You can try downloading/installing 'em via Windows/Microsoft Update page.
Understand that by doing so, you're pushing all the Automatic Updates users
further back in the queue (which may explain, at least in part, why
Automatic Updates hasn't brought them in for you yet).

error is "Update is not allowed to download due to regulation"
I did a search and sounds like busy servers
