Downloading BITS and Windows Installer 3.1 Error 0x80004002

Windows 2000 SP4

I have been having trouble updating my Win 2000 computers. Updating Win XP
computers works flawlessly but I have been using these steps to update the
Win 2000 which usually work... but I have got the following error with the
computer I am currently trying to update.

Stop Automatic Update Service.
Delete Windows\SoftwareDistribution folder
Opened Windows Update site.
Hit "Custom".
Opens a page saying I need to upgrade some components to use Windows Update.
Hit "Download and Install Now".

The download fails and a window pops up saying the following updates were
not installed:

Update for BITS 2.0 and WinHTTP 5.1
Microsoft Windows Installer 3.1

Looking in my log file I found the following:

728 690 DnldMgr FATAL: DM:CAgentDownloadManager:ownloadUpdate:
pDownloadJob->Init failed with 0x80004002.

728 690 DnldMgr WARNING: Got error (hr = 80004002) starting update 0 in call
3. Notifying call.

728 690 DnldMgr Error 0x80004002 occurred while downloading update;
notifying dependent calls.

Any help would be much appreciated as I can't find any information on this
error.
