Downloading Flash in Vista

Whenever I try to download Flash I get the info bar telling me that my
security settings will not allow me to download active x controls. I've
tried changing the security settings to allow all active x downloads, as well
as disabling the virus checker (I use Norton internet security 2008) but I
just get an info bar that says my system might be at risk and active x
downloads are blocked. Just wondering if there's anything else I could
change to allow the download?
