Downloading IE7

Why can't we download IE7, for storage on a CD. So that it can be installed
on multiple computer.
I don't want to install over the Internet.

Can this be done?
Better yet; Can it be done FREE?

Downloading and Installing IE7 both require Validation, JCO.

IE7 download

You'll need internet connection for installation of IE7 as it needs to validate etc.
