You might look for policy entries in the registry, like:
HKCU\Software\Policies\Microsoft\Internet
Explorer\Download!CheckExeSignatures
HKCU\Software\Policies\Microsoft\Internet Explorer\Main!NoWebJITSetup
HKCU\Software\Policies\Microsoft\Internet
Explorer\Download!RunInvalidSignatures
HKCU\Software\Policies\Microsoft\Internet
Explorer\Main\FeatureControl\FEATURE_RESTRICT_FILE DOWNLOAD!*
HKLM\Software\Policies\Microsoft\Internet
Explorer\Main\FeatureControl\FEATURE_RESTRICT_FILE DOWNLOAD!*
HKCU\Software\Policies\Microsoft\Windows\CurrentVe rsion\Internet
Settings\Zones\3!1803
and in GPEdit.MSC :
Windows Components\Internet Explorer\Security Features\Restrict File
Download
Most of this is set at IE, Tools menu, Options, Security tab, Custom Level
button.
Some of it might just be a high security setting, and some would suggest
Malware actions.
