Downloading wuredist.cab redirects to Windows Update web page

When trying to download wuredist.cab as documented...

http://msdn.microsoft.com/en-us/library/aa387285.aspx

...you are redirected to Windows Update. I have tested on Vista so far. This
worked a few days ago (and for several years before).

Programmatically, I'm downloading the .cab file which ends up containing the
contents of the HTML redirection which breaks our app.

Can someone please look at this issue urgently. We have a commercial
application that relies on downloading this file.
