Check your settings here:
Open Internet Explorer.
Tools menu --> Internet Options.
Security tab --> select the Internet Web content zone, and click the Custom Level
button.
In that list of settings box find the Downloads heading You'll see File Download.
Is this set for Enable or Disable? If it's disabled, then enable it.
Otherwise you may need to visit the IE Newsgroups for further assistance as this is
the Windows Update Newsgroup
