Downloads failed KB928365 & KB928366

Can anyone explain why these two downloads fail each time? I've followed the
directions for the Microsoft Updates.

I had this issue. Download KB928366 and .Net 1.1 SP1 manually. Install SP1
manually, even itf it is already installed. Then apply KB928366, then applie
KB928365
