Drive in use error on DVD writer

Whenever I try to format a DVD I get a drive in use error message. I select
format anyway to get passed the error message. I just tried another program
to create a boot disc on a DVD but received the same drive in use error but
I could not get by it. Does anyone know what is causing this drive in use
error message and how can I stop it?
