Drop down window upon right click of desk top "Open" will not open

I like to right click my desktop icons and then click open on the window to
start a program but "Open" does not seem to open anymore . All of the other
options in the drop down seem to work "Properties" etc. I can still double
click any thing and it will open .

Go to Start > All Programs > Accessories and right-click
on the Command Prompt and choose "Run as administrator".
Type in: SFC /SCANNOW and press your Enter key.

This will check for corrupted operating system files and settings and
attempt to repair them.

Ran scan received message " Windows Resource Protection found corrupt files
but was unable to fix some of them. Details included in CBS.Log
windir\CBS\CBS.log." Did not fix issue.
