DST updates necessary or not?

Hi, I've spent some time on this looking through the updated articles and
faqs, but I see nothing that says I have to push out the latest versions of
these updates, or the Update Rollup by November 4th. I patched all of my
systems (Windows, Exchange, BizTalk, Sharepoint) back in March and have done
some spot testing and it appears on the 4th everything will work fine. I will
plan to update my servers accordingly, but none of the TZ changes affect my
company at this point.

My actual question is: Am I making a safe assumption that not much has
changed since the original patches other than some TZ additions and document
revisions?
