Set an 80286 based machine next to your Vista box. Oh, and you have to be
ambidextrous.

I can assure you that if you have hardware that supports
Windows Vista, that same hardware is not supported by
the obsolete, ancient Windows 3.1 operating system.
In other words, it will never install.

Why not just run Windows 3.1 in a virtual machine using VPC? Then you can
run it right on your Vista desktop.

You probably won't get sata drivers for 3.1, but virtually everything
else could be made to work. That being said you're better off running such a
tiny OS in a virtual machine.
