Duplicate Address Error (4199) When Using VPN

Good Evening,

We have some Vista systems in our environment and they are the only ones
experiencing these issues. After disconnecting from VPN and trying to
reconnect without rebooting, the error that there is a duplicate address
appears (Event ID 4199).

I found a hotfix from Microsoft, but it's saying that my system doesn't
apply for the update. I'm slightly confused since it doesn't say that the
hotfix is rolled up in to another update, and the hotfix isn't install on the
systems.

I'm just wondering if anyone else has run in to this and what has been done
to try fixing it.
