Duplicate IPs in the Forward Lookup Zone

Every now and then, I get PCs in the Forward Lookup Zone with duplicate IPs.
The DC has the DNS role and the DHCP role. When DHCP assigns an IP to a PC,
I don't think it is always deleting the record of the previous PC that had
that IP. I think DHCP is set up correctly. I have it set to "Dynamically
update DNS A and PTR records only if requested by the DHCP clients" and
"Discard A and PTR records when lease is deleted". Does anyone know how to
fix this?

dns scavenging issue, check the setting for dns scavenging
