DVD/CD ROM Drive

As follow up on my previous post;
Movie DVD - Music, Pictures & Video, dated 6/23/07.
I pose a question-
What settings or configuration is required to enable/disable a DVD/CD ROM to
Open > Read, commercial movie DVDs?
The only one I am aware of is the Region setting, (which must be set to the
appropriate geographical area) in the Properties of the relevant Drive in
Device Manager.
Any comments /suggestion welcome!!!!!
