DVD Drive Not Recognized After Windows Server 2008 R2 Installation

I have a situation where my DVD drive worked properly for the installation of
Windows Server 2008 R2, but was then not recognized when R2 was operational.
BIOS correctly listed the SATA DVD drive and I can boot off the DVD drive.
The Device Manager shows "Unknown device" and the device status is
"The drivers for this device are not installed. (Code 28)
There is no driver selected for the device information set or element.
To find a driver for this device, click Update Driver."

I have tried the following with no success:
- Uninstalled the device and restarted
- Checked the registry for "Upper and Lower Filters" to delete but there
were none
- Replaced the "CD-ROM.sys" file in \windows\system32\drivers
- In Microsoft Article ID: 976187 it lists ALPM (Adaptive Link Power Mgmt)
as the culprit but it makes the hotfix only available by contacting MSFT?

Anyone come across this problem and able to fix it?

If you think KB976187 is the fix then I'd call for it. Hotfixes are always
free.
