Windows Movie Maker and Windows DVD Maker cannot directly import VOB files
as far as I have figured out. What I use is a program with a stupid name
that works very well called Magic DVD Ripper.

You can rip to many different profiles that will be importable into your
editing software. If you do a search on DVD ripping software you will find
quite a few to choose from. High quality rips of DVD's take lots of
time......hours and hours.... so don't expect it to be a quick process. Set
it and walk away. But once finished you should have no difficulties working
with the resultant files.
