I believe my partition E disk that contains my dell factory image is at
30.67% fragmentation.It will not let me defrag. how can I get around
this? It says not enough memory when trying to defrag.

Have you created to image dvd's?
If not you need to do so NOW!
Consult Dell help

The partition is usually only slightly larger than the information contained
therein. You need 30% free space to defragment and you likely do not have
that free space.

Than being said - you NEVER touch the recovery partition unless you like
shooting yourself in the foot. You do nothing with it. You don't store any
files on it that were not placed there by the manufacturer of the computer.
And you never, ever, delete the partition.
