Easy solution for Outlook 2003 junk filter update failure to install

Lots of web traffic on this and many suggested solutions. Found one that
worked real easy.

Start - Run - msconfig

Under services tab check "Office Source Engine"

Restart computer

Install the junk filter update

HUZZAH!!!!

It appears that the IE7 installation turns off this service.
