Email/DNS/Spam/Junk E-mail issues

Question on why emails from me or my clients end up in the Junk E-mail folder
in Outlook unless in the Contacts forlder of the recipient. I configure the
MX record for all email domains to go to mail.domainname.com. I then point
mail.domainname.com to the IP address the SBS server sits behind. I set EIMF
to block 8 or higher and move 3 or higher to Junk E-mail (unless in the
contacts). For some reason then, legitimate emails from legitmate email
servers still end up in Junk E-mail.

Is there some setting I need to make to adjust this from occurring either at
the Registrar or within Exchange so outgoing email doesn't get flagged as
spam?

According to your description, I understand that the messages saved in the
Junk E-mail folder. If the recipient is not in the contacts list. If I have
misunderstood, please feel free to let me know.

First of all, please collect the following information to solve this
question.

Dose this issue happen all users or specific user?
What is your Outlook Version?

Based on my experience, I think you can perform the following steps to
narrow down this issue.
In Outlook, click Tools, click Options,
And then click Junk E-mail on the Preferences tab.
On the Options tab, choose the level of Junk-email
Ensure select Low: Move the most obvious junk e-mail to the Junk e-mail
folder.
