email doesnt work

just bought new computer with and new to windows mail. i am having problems
sending and recieving email. my internet provider said eveything was good on
their part. i thought i had it fixed after i checked the authentication box
everthing was working fine and now all of a sudden i am getting a different
error message. can anyone help. see error message below:

'pop.midstatesd.net', Server: 'smtp.midstatesd.net', Protocol: SMTP, Port:
25, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E

Disable email scanning by your anti-virus application. It provides no
additional protection and may be causing the problem.

Why you don't need your anti-virus to scan your email
