Outlook Express is part of Windows, not MS Office.
1. OE Tools > Options > Read > Read all messages in Plain Text (uncheck?)
2. OE Tools > Options > Security > Download images > ... (uncheck?)
3. Disable email scanning by your anti-virus application. It provides no
additional protection, it may be causing the problem, and even Symantec says
it's not necessary:
