You only supplied a receive error, so I can't comment on the sending aspect.
"Invalid command" usually means you are trying to use an option the server
does not understand or support.
Go to Tools, Accounts, select that mail account, Properties, Servers.
Make sure that "Log on using Secure Password Authentication" is not enabled.
If that setting was already unchecked, which antivirus are you running?
Some of them cause problems with Windows Mail over time.
Make sure your antivirus is not configured to scan emails.

I can't receive or send e:mail, although can connect to the internet. When I
open Windows mail, I'm asked for a user name and password which has never
been requested before. When I enter the info, I'm getting the message:
"server:mail-optonline.net POP3 server response ERR invalid command Port 110
secure (SSL) no server error 0x800CC90 error number 0x800CCC91"
