It probably explains a whole lot.
If the pictures in the email (to be forwarded) reside on a web site or
another location (instead of being physically inserted by your wife), they
are not going to be forwarded since the pictures are not included in the
actual message body being forwared.
To retain them, save the pic locally, delete the orginal (only being viewed
since connected to the internet while viewing) and reinsert the pic using
WLM's insert picture option (do not cut/paste, do not attach, do no use
Photo e-mail when the intent is to embed). Fyi - only composing in
Html/Rich Text can insert.

The embedding I refer to is accomplished I know not how. My wife's
problems are associated merely with a desire to forward emails she has
received containing pictures within the text, rather than attached
files. The results of such attempts are as stated within my original
approach.
