EML template files open as received message since patch applied

Our office as a large number of OE EML files we've saved as template replies
for correspondence. When we open the eml files they used to allow us to
enter the "To" recipient field and then send the message.

Since we applied patches yesterday OE no longer opens these messages in the
same fashion. No the messages appear to be opening as messages that have
been received. The to address is disabled and displays "none". The send
option is completely missing.

Our only way of using these messages now is to either copy the text into a
new message or to hit a forward button and then edit out the changes in the
subject and body of the messages.

Has anyone else run into this issue? Are there any work arounds or known
fixes?

Confirmed.

Not yet - saving the templates inside OE's Local Folders may help
to workaround that newly introduced bug by KB911567 (MS06-016).
