Empty Trash on D Drive

I deleted some file backups that were stored on the D drive. I'm referring to
data backup not the system restore. When I look at the D drive system files
the recycle bin is empty. When I do an AVG scan it shows $recycle.bin files.
What are these and how do I get rid of them?
