Hi Conrad,
Some applications will not run in Safe Mode, because the needed
services/drivers are not loaded.
What I suggest is you try using the Diagnostic Startup in MSCONFIG and see
if you are able to load the program. You might also want to try unchecking
all programs under Startup (if Diagnostic Startup doesn'tw ork).
