The emails did not have attachments, nor were there any messages. I use
OneCare which does not scan emails. I would email a letter only to discover
it later sitting in my Outbox. I discovered a letter in the Outbox which I
emailed several days prior.
Since there were too many odd things happening with this new version of
LiveMail, I finally decided to uninstall and reinstall it. However, this
did not prevent emails sent to my AOL account from also arriving in the junk
folder of my MSN account. I finally uninstalled all Live apps. and
reinstalled them again. Now all is well.

1) Are you getting any error messages on sending? You say SOME messages
are getting stuck. I take it that means that others are sending OK. Do
the problem messages have multiple recipients or attachments? If
attachments, how large are the messages? Is your anti-virus program set
to scan outgoing mail?
2) Do you main that messages you are sending are arriving in the
recipient's junk folder? If so, the recipient's mail service has
determined that your message have spam like properties.
