encoding problem

When I go online with IE8 the encoding is always Unicode or Western European
and it works fine. On some html's that I've downloaded on my hard drive
they open in IE8 with the html coding appearing rather than the
pictures/text. When I click on View...Encoding, either Unicode or Western
European is shown as active. But if I then left click on Unicode or Western
European it now changes and appears like a normal page with out the coding.
Any ideas?

I found this problem was related to WLM and IE8 printing in html code rather
then as viewed. I re-established Internet Explorer as my default browser
and all these related problems disappeared.
