"Encountered Problem" appears when trying to open any program

My power supply crapped out when I was working in Windows XP. I installed a
new power supply, but now every single program and application cannot be
opened. Regardless of whatever I try to open, I get the same response after
Windows tries to open it: "[Application/Program name] has encountered a
problem and needs to be closed. We are sorry for the inconvenience...." I
cannot even open My Computer without this occurring. Any thoughts or
suggestions? I'm thinking about reinstalling the OS, but that would be a
major headache for me as I did not have my affairs in order in the event of
such a meltdown...

Yes! I do have a possible solution! Do not fresh install! Keep your programs
and settings, but simply replace all the windows files with the working versions
from the CD. This is called an "in-place upgrade." Here is the link that
