I actually had just completed an update so it had worked a few minutes
earlier when installing the KB927891 update. Then it started checking for
installed updates again and got into that loop.
Automatic Updates is not enabled as IT insists on checking which updates
should be installed then they "push" the approved updates. I was only
concerned with SQL Server 2005 and Visual Studio 2005, and was checking for
updates from within VS 2005 when this whole saga started.
