Error 0x80070005 during Windows Update of Windows Installer 3.1 v2

1.Loged in as an adminstrator
2. go to MIcrosoft windowsupdate web site and select express updates for XP
professional
3. It tries to download and install KB893803v2
4. This install fails with the above code and this is logged in the event
viewer as an access denied .

I can't figure out what it thinks does not have the appropriate privileges.
How do I get around this. Automatic updates also fails.
